POLICY
Since the early 1990s - first at the International Energy Agency and later as part of ECON Analyse, Norway’s leading energy consultancy - Torleif Haugland and Paul Parks, together with other Carbon Limits staff, have worked extensively on climate change polices and on their impact. The work has included research and consultancy services for private sector clients, government agencies and international organizations, and substantial work in capacity development on these issues in developing and transition countries. After the formal establishment of Carbon Limits as an independent company in 2005, activities have primarily been related to development of the CDM mechanism under the UN’s Kyoto protocol.
